The steps
- Audit policies for recent changes — Pull all policy changes since the last refresh: internal updates (PTO, benefits, code of conduct), external (new state laws, federal regulation changes, court rulings affecting employment). Compile the changelog.
- Verify state-law compliance — For each state with employees, verify handbook reflects current law: minimum wage, paid sick leave, harassment training, accommodations. State laws change yearly — handbook drift creates compliance risk.
- Update the handbook with tracked changes — Make changes with track-changes visible. Each change gets a brief rationale comment. Reviewers see what changed and why — silent edits erode confidence.
- Send to legal for review — Legal reviews substantive changes. Minor formatting and clarity edits don't need legal — substantive policy changes do. Allocate 5-10 business days for legal review.
- Communicate changes to employees — Quarterly summary of changes with: what changed, why, effective date. Don't send the full updated handbook — send the diff. Most employees won't read 80 pages; they'll read 5 changes.
- Capture acknowledgment of substantive changes — For changes that affect rights or obligations (e.g., dispute resolution, harassment policy), capture acknowledgment. For minor changes (formatting, contact info), no acknowledgment needed.
- Archive prior version — Archive the prior version with date stamp. Version history is the legal protection — 'what was the policy on date X' is a frequent question in disputes.

Subscribe to state employment law updates. Quarterly refresh catches changes; emergency interim updates handle urgent ones.
Employees overwhelmed by the 80-page handbook update
Send the changelog, not the full handbook. Link to the full handbook for reference. Most employees only read sections relevant to them.
Legal review delays publish past the effective date
Schedule legal review 4 weeks before target publish. Legal slip happens; build buffer.
